In late 2024, Wolfe County Schools took a strategic step to improve campus safety, modernize aging infrastructure, and address deferred facility needs. With multiple school buildings requiring attention—and a history of working with construction managers, the district sought a better delivery method that could offer speed, flexibility, and guaranteed value with no change orders. That’s why they chose to partner with Performance Services as its Design-Builder.

Design-Build Made the Difference

Unlike traditional models, the design-build approach gave Wolfe County Schools the flexibility to move quickly—something the district valued immensely. With a contract signed in March 2025, the team mobilized quickly to ensure that critical work could be completed before the start of the new school year.

District leaders appreciated the ability to select their own vendors and avoid the pitfalls of change orders, key factors in their decision to move forward with Performance Services. The result: accelerated progress, more control, and a greater return on investment.

Project Highlights: Addressing Needs Across the District

With a total project budget of $3.6 million and completion in Fall 2026, the improvements span multiple sites, each carefully scoped to meet the district’s top priorities. Key scope items include:

  • New HVAC terminal and rooftop units to replace outdated systems and improve comfort while reducing maintenance
  • Installation of new security vestibules at three school buildings to enhance safety
  • District-wide asphalt upgrades, including parking lot expansions and repaving
  • Reconstruction of a failing retaining wall to address structural and safety concerns and improve appearance
  • Repairs of two packaged sewer plants, improving system reliability and compliance
  • Refinishing a gym floor, restoring safety and functionality for students

This combination of infrastructure, safety, and learning environment enhancements reflects the district’s commitment to creating schools that are efficient, secure, and welcoming for all. It serves as a model for how strategic planning and the right delivery method can stretch every dollar further—without compromising on quality or impact.
