Tom joined the Performance Services team in 2026, with more than two decades of leadership in municipal governance and public policy. He most recently served as the Executive Director of the League of Arizona Cities and Towns (2020-2025), following 15 years as Deputy Director (2005-2020). As a result, he has extensive experience in municipal governance, community development, and policy consulting and is a state expert on municipal incorporation, annexation, finance, pensions and elections. He participated in the development of policy related to the Model City Tax Code, including online sales tax and state TOT collections. Prior to these roles, he served as an Assistant Deputy Director at the Arizona Department of Commerce and as Executive Director of the Greater Arizona Development Authority (GADA). There, he developed the Technical Assistance grant program that allowed cities, towns, counties and tribes to prepare infrastructure projects for financing by GADA. He also developed a financing program that helped cities, towns, counties and tribes to take advantage of lower tax-free financing rates by raising the creditworthiness of program participants. He holds a Bachelor of Science in Economics and a Master of Public Administration from Brigham Young University.
