Paul joined the Performance Services team in 2026. Paul has devoted his life to education, serving students, families, and communities throughout East Texas. Paul and his wife are the proud parents of two grown children, both products of small East Texas schools. Following a 33-year career in education, Paul and his wife retired to their family farm.

Family, faith, education, and community remain central to their lives. Paul enjoys both participating in and spectating at competitive sporting events. He and his wife enjoy traveling, exploring U.S. National Parks, cruising, and spending time with family. They are also active members of First United Methodist Church.

Paul began his career in education as a self-contained third-grade teacher in Greenville, Texas, where he spent four years in the classroom. He then accepted an elementary principal position at Saltillo ISD. After six years as a principal, Paul was named superintendent of Saltillo ISD, a position he held for eleven years.

During his tenure at Saltillo ISD, Paul helped lead the district to numerous honors and accolades, including recognition as a National Blue Ribbon School. His leadership and commitment to
educational excellence established a strong foundation for the next chapter of his career.

In March 2013, Paul accepted the position of superintendent of Paris ISD in Paris, Texas. He served the district for ten years before retiring in June 2023. Paris ISD is one of the largest school districts in Region 8 and serves a diverse student population both ethnically and socio-economically. Under Paul’s leadership, the district consistently performed in the top percentiles when compared with comparable districts across Texas.

Over his 21 years as a superintendent, Paul was recognized by numerous organizations for his leadership and contributions to public education. His professional service and honors include serving
as President of the Texas Rural Education Association, being named TREA Superintendent of the Year and Region 8 Superintendent of the Year, and serving on the Texas Education Agency Commissioner’s Cabinet, TASA Advocacy Committee, Texas Association of Mid-Size Schools Board of Directors, Friends of Texas Public Schools Superintendent Advisory Committee, and Lamar County Chamber of Commerce.

Following his retirement from the superintendency, Paul has continued his commitment to public education through his work with the Region 8 Education Service Center. For the past three years, he served as a Field Service Agent, providing support and guidance to superintendents and school districts throughout the region. This role allowed him to draw upon his extensive experience in district leadership while working alongside educators and community leaders to address challenges and identify opportunities for continued growth and success.

In 2026, Paul joined Performance Services as an Educational Consultant, bringing more than three decades of experience in education and a deep understanding of the opportunities and challenges facing school districts today. His career has given him the unique ability to work effectively with teachers, administrators, superintendents, school boards, community leaders, and community members. Through these relationships, Paul has developed a wealth of knowledge and practical expertise that he now brings to his work supporting educational communities.

Throughout his career, Paul has demonstrated a steadfast commitment to students, educators, families, and the communities he has served. From the elementary classroom to the superintendent’s
office, from regional educational service to consulting, his work has been guided by a belief that strong educational leadership and strong schools have the power to transform lives and strengthen
communities.
