The Challenge: Deferred Maintenance, Aging Infrastructure, and Growing Needs
Rangely School District knew its buildings needed critical upgrades. With no major capital projects completed since its last bond effort in 2009–2010, the district recognized that continued delays would only grow its backlog of deferred maintenance and put future learning environments at risk. However, the challenge was that the critical renovations included the HVAC and mechanical systems – all improvements that are “under the hood.”
But the road to completing these renovations wasn’t easy. In 2021, a critical bond referendum fell short by just 100 votes. Rather than give up, district leaders regrouped, refined their vision, and reengaged the community.
The Vision: Investing Bond Funds for Maximum Community Impact
In 2024, Rangely School District took a forward-thinking step: finalizing its comprehensive Master Plan to guide long-overdue facility improvements across all its schools. To begin implementing this ambitious, district-wide plan, Rangely School District selected Performance Services.
The partnership resulted in a master plan that became the platform for a $27,900,000 bond referendum to improve the District’s facilities. Performance Services provided valuable bond campaign support and BEST grant assistance, ensuring the district could stretch every dollar for maximum impact.
With the help of a coordinated communication campaign and active community engagement, the district successfully communicated the project’s needs and benefits. In November 2024, the district secured the bond funding needed to proceed.
The Solution: Future-Focused Improvements
Spanning over 217,000 square feet and backed by $27.9 million in investment, this multi-year project will address critical infrastructure, safety, and learning space needs across the district, including:
- Full HVAC and Electrical System Replacements district-wide, improving comfort, reliability, and energy performance
- Structural Renovations at Parkview Elementary
- New Roofs at the Bus Garage, Parkview Elementary, and Rangely Junior/Senior High School
- Fire System and Security System Upgrades district-wide, protecting students and staff
- Front Entrance Renovations at Parkview Elementary and Rangely Junior/Senior High to create welcoming, modern facades
- Parking Lot Repaving at the Early Education Center, Parkview Elementary, and Rangely Junior/Senior High
- New Playgrounds at Parkview Elementary and the Early Education Center, supporting play, creativity, and development
- Kitchen Renovation at Parkview Elementary to improve meal service and efficiency
- Drainage Solutions at Parkview Elementary and Rangely Junior/Senior High, safeguarding the sites from water issues
- Plumbing Upgrades across all district buildings
