A Historic Facility Facing Modern Demands

Ohio County’s historic courthouse has long served as a central hub for government operations and community activity. But as needs evolved, the building’s limitations became more apparent—outdated layouts, circulation challenges, and space constraints were impacting efficiency, safety, and daily operations. Recognizing the importance of both preserving the courthouse’s legacy and preparing for the future, County leaders took a proactive step. In April 2022, they partnered with Performance Services and Securitecture to conduct a comprehensive feasibility study.

A Plan Built on Insight and Long-Term Vision

The goal of the study was clear: To evaluate existing conditions and develop a 20-year master plan to address deficiencies, improve functionality, and guide future investment. Through detailed assessments and collaborative planning, the team worked closely with County stakeholders to identify key priorities—balancing operational needs, security requirements, and the integrity of the historic structure.

Strategic Improvements Designed for Safety and Efficiency

The resulting plan outlined a series of targeted improvements that transformed how the courthouse functions—while maintaining its historic character.

Improvements included:

  • New holding addition west of the existing courthouse to improve security and inmate management
  • First-floor Sheriff’s Office renovation to enhance operational efficiency
  • Expansion of the Auditor’s Office to better support administrative functions
  • Vertical circulation addition to the courtroom, improving accessibility and movement within the building
  • Controlled separation of public, prisoner, and staff circulation, significantly enhancing safety and security
  • New structural addition designed to support a future second floor, allowing for long-term expansion
  • Site improvements to enhance accessibility, traffic flow, and overall usability
