Challenge

The City of Marshall, TX faced a critical need to address years of deferred maintenance and aging infrastructure citywide. Additionally, the Convention Center was rapidly deteriorating due to a leaking roof, unreliable HVAC systems, and other structural issues. Without intervention, the facility risked further decline, leading to significantly higher repair costs in the future.

Solution

Performance Services partnered with the City of Marshall to implement a comprehensive project that included multiple Utility and Capital Renewal Measures (UCRMs). Key components of the project included:

  • Water Meter Upgrades: Installation of 9,669 smart meters to enhance utility management and data accuracy.
  • Leak Detection: Implementation of advanced leak detection systems to prevent water loss and reduce costs.
  • Convention Center Repairs:
    • Replacement of the leaking roof to protect the facility and extend its lifespan.
    • Upgrades to the HVAC system on the Convention Center roof to ensure reliable and efficient climate control.
    • Modernization of gas piping systems to improve safety and operational efficiency.
    • Stabilization of the foundation to prevent future damage.

Results

The City is on track to have operation and maintenance savings of $4,504,284 over 20 years. Other early outcomes show meaningful results, including:
