Duties, Tasks and Responsibilities
Analysis & Projections
- Perform site assessments and civil infrastructure evaluations, including grading, drainage, utilities, pavements, and structural site elements.
- Analyze existing site conditions, survey data, geotechnical reports, and as-built drawings.
- Identify deficiencies, risks, and opportunities for improvement related to civil systems and site infrastructure.
- Develop preliminary and detailed engineering studies to evaluate infrastructure needs, code compliance, and long-term performance.
- Prepare feasibility studies, engineering calculations, and design criteria for proposed civil improvements.
- Develop project cost estimates and assist in obtaining pricing from contractors, vendors, and subcontractors.
- Perform quantity takeoffs and cost modeling for civil construction activities.
- Evaluate utility capacities, stormwater flows, erosion control needs, and regulatory constraints.
- Develop preliminary and final project cost estimates with accurate assumptions and contingencies.
Design and Engineering
- Design review of civil infrastructure systems including site layout, grading plans, drainage systems, stormwater management, roadways, parking areas, and utility systems.
- Prepare civil construction documents including plans, details, specifications, and technical reports.
- Ensure designs comply with applicable local, state, and federal codes, standards, and permitting requirements.
- Coordinate civil designs with architectural, structural, mechanical, electrical, and environmental disciplines.
- Incorporate constructability, safety, and lifecycle considerations into all designs.
- Strong background in design of wastewater treatment plants & water distribution systems, sewer collection systems, storm water solutions, and water treatment plants in order to be capable of design review of internal resources and outside design partners when engaged.
Documentation & Bid Support
- Prepare technical documentation and drawings required for bid proposals and construction.
- Develop bid packages, scopes of work, and technical specifications for civil construction projects.
- Assist operations and project teams in obtaining contractor pricing and evaluating bids.
- Provide written documentation to the Business Development Manager and management regarding recommended solutions, scope, cost estimates, risks, and schedules.
- Support contract negotiations by providing technical clarifications and value engineering options.
Technical Assistance & Quality Assurance
- Provide technical support to operations during the construction and implementation phases of projects.
- Review contractor submittals, shop drawings, and requests for information for compliance with design intent.
- Conduct site visits to observe construction progress and verify conformance with plans and specifications.
- Maintain thorough and up-to-date knowledge of civil engineering codes, regulations, and permitting requirements.
- Support internal quality assurance and quality control processes.
- May include overseeing the work of other in-house engineers, designers, or outside consultants.
- Actively pursue professional development and continuing education opportunities.
Identify & Obtain New Projects
- Collaborate and partner with the Business Development Manager in identifying and qualifying potential civil engineering projects (water infrastructure projects).
- Participate in client meetings to assess needs and propose effective and integrated civil engineering solutions.
- Assist with the development of preliminary concepts, technical narratives, cost opinions, and presentations.
- Support proposal development efforts, including written responses, exhibits, and client presentations.

Working Conditions
- Office functions will primarily be performed at PSI’s office.
- Onsite engineering surveys, meetings and presentations will normally be held at our prospects’ offices.
- Work hours vary based on workload, but should average 50 hours per week.
- Long hours are normally required prior to proposal submissions.
- Board presentations are normally held at night from 7:00 pm – 9:00 pm.
Minimum Qualifications
Education/Experience
- Minimum of 5 years of experience designing civil engineering projects using traditional plan and specification delivery methods.
- Experience with site development, utilities, stormwater management, and permitting processes.
- Bachelor of Science in Civil Engineering from an accredited college or university is preferred.
- Professional Engineer registration in states where projects are conducted is preferred.
