Dr. Michael Shoaf (Mick) joined Performance Services Inc. in March 2025 to support the company’s expansion into Ohio and strengthen partnerships with school districts across the state. He brings more than 33 years of experience in public education, including 20 years as a superintendent and 29 years in administration.
Dr. Shoaf most recently served as Superintendent of the Rocky River City School District for 18 years, following his tenure at Riverside Local School District. His leadership has focused on strategic planning, community engagement, and academic improvement. In Rocky River, he worked closely with community committees to successfully pass operating levies and a major capital improvement (bond) issue.
He was recognized as the 2025 Superintendent of the Year by the Buckeye Association of School Administrators and received the Educators Inspired to Lead Award from Cleveland State University, where he has served as a graduate faculty member.
