Faced with the challenges of rapid population growth and aging infrastructure, Avon Community School Corporation (ACSC) embraced a bold strategic vision: to transform its school facilities while maintaining its commitment to fiscal responsibility and academic excellence. In collaboration with Performance Services, ACSC adopted a design-build delivery model, unlocking a streamlined path to success in record time. Between 2021 and 2025, this partnership delivered an ambitious slate of work, renovating 10 schools and constructing a new 221,181 sq. ft. middle school. Most impressively, over 1 million square feet of learning space was completed on schedule, under budget, with no change orders and with zero disruption to the school calendar.

Project Scope by Facility
Elementary Schools:
- Cedar, Maple, River Birch: New classroom additions for K–5.
- Hickory, Pine Tree, Sycamore: Interior renovations for grade realignment.
- Evergreen (former AIS East): New kindergarten wing.
- Willow (former AIS West): K–5 transition renovations.
Middle Schools:
- Avon North & South: Expansion and renovation for 6–8 grade use.
- Avon West: Entirely new 221,181 sq. ft. middle school built in just 22 months from ground breaking.
High School:
- Avon High School: Expanded and upgraded to serve 4,000+ students with 6 new additions.
Financial Stewardship Without Compromise
Remarkably, the entire initiative was completed without raising taxes or requiring a referendum. Strategic debt retirement enabled the district to invest in its future while reducing its debt service tax rate by 21.3% since 2017.
