Clarence Wittwer

Clarence joined the Performance Services team in 2021 after retiring as the Director of Public Works for the City of Pearland, TX. He has over 30 years of experience within the public sector, having served as both Utilities and Public Works Director for many Texas municipalities. He holds various degrees in fields, such as Environmental Science and Music, as well as Class “A” licenses from the Texas Commission on Environmental Quality in both water and wastewater treatment. He also earned the Certified Water Professional credential from Texas A&M University.

During his career, Clarence provided direction for teams ranging in size from a dozen staff to nearly 800, and he managed budgets from $3 million to $165 million annually. He has led the following divisions in municipal government: water, wastewater treatment, distribution, environmental services, fleet, facilities, streets, drainage, budget, administrative, right of way maintenance, solid waste, parks, and more.
